Statement on the Government of Alberta's Cannabis Framework and Proposed Legislation

OTTAWA, Nov. 21, 2017 /CNW/ - Cannabis Canada, and the licenced producers of medical cannabis that it represents, share Alberta's commitment to ensuring adult Albertans have access to safe, regulated cannabis products.

We support the Government's decision to have privately run retail stores sell cannabis and related accessories. The private retail model, under strict Government regulations, offers safety and security while delivering the advantages of competition to Albertans: better quality and selection and lower costs, thus minimizing the appeal of the black market – all without the taxpayer burdens of upfront capital expenditure exposure and operational risk.

Cannabis Canada encourages Alberta to consider direct producer to consumer e-commerce as opposed to government-operated online sales. Since 2013, Canada's Licensed Producers of Medical Cannabis, large and small, have been effective partners in the establishment of a strict, well-regulated system for the production and distribution of medical cannabis that is the envy of the world. Expanding the existing and successful e-commerce mail-based distribution and retail of medical cannabis by Licensed Producers to include adult-use cannabis is an efficient solution that will ensure adequate supply and access for adults in Alberta, regardless of where they live. The existing system already includes a strict and rigorous identification and age verification process during the sale and at the time of delivery which would address concerns raised by Albertans during the consultation process.

When it comes to where Albertans will be allowed to consume cannabis, Cannabis Canada would suggest that there is need for clarification with regard to restricting the consumption of cannabis in public to spaces where smoking tobacco is also allowed. Cannabis Canada does not advocate smoking of cannabis products and would want to see a clarification for those who consume cannabis products in other forms such as vaping or oils. While we agree anyone choosing to smoke cannabis should be restricted from doing so in areas frequented by youth and in other public places where smoking is prohibited, we would encourage the Government of Alberta to provide more flexibility for where those consuming cannabis in other forms are able to do so.
