Kofax and Computing System Innovations Install Redaction System for Marion County Clerk of Courts

Marion County First to Comply with Florida State Mandate That Offices of the Clerk of Court Remove (or Redact) Citizens' Personal Information from Public Records to Ensure Privacy

Kofax (LSE:DCM), the world's largest information capture vendor,and one of its Certified Solutions Providers, Computing SystemsInnovations (CSI), today announced the successful implementation of anautomatic indexing and redaction solution for the Marion County Clerkof the Circuit Court located in Ocala, Fla. With this announcement,Marion County becomes the first county in Florida to successfullycomplete a state-mandated redaction project ahead of the Jan. 1, 2007,deadline.

Under Florida's current public records law, citizens areresponsible to request that private information be removed or redactedfrom public documents. However, beginning in the new year, theresponsibility will shift to the clerks of court to ensure that socialsecurity, credit/debit card and bank account numbers are confidentialunder the state of Florida's open-record laws. To address this issue,CSI and Kofax offered Marion County a total business solution forautomated redaction as well as automatic indexing of documents. Usingadvanced technology provided by CSI and Kofax, Marion County was ableto process and redact private information from 7 million pages ofofficial records in just seven weeks.

"CSI and Kofax presented an integrated and efficient approach todealing with redaction, the imaging of paper documents and theautomatic indexing of information," said David Ellspermann, MarionCounty Clerk of the Circuit Court. "In addition to ensuring that wemeet the redaction requirements issued by the state of Florida andprotecting the privacy of our citizens, the solution positivelyimpacts the productivity of our internal resources."

The solution uses Kofax's Ascent(R) platform along with CSI'sIntelliDact redaction software to provide imaging, processing,indexing and redacting as part of a scanning workflow withoutrequiring additional software purchases or complex integrationefforts. After a public record paper document is scanned and digitizedusing Ascent Capture(R), IntelliDact's unstructured data recognitiontechnology indexes and redacts information. IntelliDact provides anadditional benefit by improving workforce indexing efficiency andreducing error rates for forward filing.

Ascent Capture accelerates business processes by collecting paperdocuments, forms and e-documents; transforming them into accurate,retrievable information; and delivering the content into anorganization's business applications and databases. In addition,Kofax's VirtualReScan(R) (VRS) technology was employed to improve bothimage quality and optical character recognition (OCR) accuracy,deliver unmatched image quality and eliminate the need to rescandocument images because of an automatic check for and adjustment ofalignment (skew), brightness, contrast or image-clarityinconsistencies.

According to Anthony Macciola, vice president of product marketingat Kofax, these information capture technologies ensure thatorganizations operate as efficiently as possible, while also improvingboth the quality of the scanned images and the automated capture ofinformation from paper documents and forms. "The result is lowerscanning costs, lower data entry costs and faster access toinformation," said Macciola. "The combination of the Kofax productsand CSI's IntelliDact with advanced recognition and validationguarantees a very high level of recognition accuracy."

IntelliDact employs sophisticated intelligence to properlyidentify documents and fields of interest. Three advancedcharacter-recognition engines (i.e. machine, hand and voting) thenlocate and vote on data eligible for IntelliDact to index and/orredact machine or handprint information without user intervention.After processing, a "clean" document is created and saved into animage repository or delivered to an e-recording or e-filing system.
