Contract sharing scheme in Quebec City: $4,500 fine for Daniel Bergeron
MONTREAL, Nov. 14, 2017 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and sanction in the case of Daniel Bergeron, who has been ordered to pay a $4,500 fine. In its decision, the Disciplinary Council also ordered Mr. Bergeron to pay all costs in connection with the proceedings.
For attending a few meetings in the interest of sharing contracts between different engineering firms in order to circumvent Quebec City's competitive bidding process, Mr. Bergeron was found guilty of violating the Code of Ethics of Engineers by failing to fulfil his professional obligations.
Mr. Bergeron's offences occurred between 2006 and 2009, while he was a municipal engineering manager at the Quebec City office of Roche.
The full version of the Disciplinary Council's decision, including the summary of charges, is available on the OIQ's Web site.
As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
